If a patent is cited against numerous others during examination, what can be said about that older patent?

If a patent is cited against numerous others during examination, what can be said about that older patent?

It can indicate that patent is a seminal patent. It can also indicate an overly broad patent or one that most clearly sets out a basic technology, even if it is not the first patent.
